Windows Server CALs are normally required for each user or device accessing the server. Remote Desktop Services generally requires additional RDS CALs.

Does Datacenter include unlimited virtual machines?
When every physical core in the host is fully licensed for Datacenter, Microsoft permits any number of Windows Server OSEs on that server. Hardware capacity and application licensing still apply.
Are Windows Server CALs included?
No. Core licences cover the server software. Each user or device accessing Windows Server normally needs a matching Windows Server CAL, unless a licensing exception applies.
Do Remote Desktop users need extra licensing?
Usually yes. Windows Server CALs and Remote Desktop Services CALs are separate; most RDS deployments require both.
Is CPU Core Edition the same as Server Core?
No. CPU Core describes how the licence is counted. Server Core is a minimal installation option without the full Desktop Experience.
When should I choose Datacenter instead of Standard?
Choose Datacenter for dense virtualisation or when you need Storage Spaces Direct, Shielded VMs or software-defined networking. Microsoft recommends evaluating Datacenter at 13 or more OSEs or Hyper-V-isolated containers.
How long is Windows Server 2019 supported?
Extended support runs through 9 January 2029 under Microsoft's published lifecycle policy.
