Are CALs concurrent licences?

User and Device CALs are assigned access licences, not ordinary floating seats. Verify any agreement-specific licensing mode before relying on it.

Does indirect access require CALs?

Multiplexing, pooling or intermediary applications generally do not reduce the underlying access requirement. Count the users or devices that ultimately access the server unless a documented exception applies.

Are RDS CALs included?

Do not assume so. Remote Desktop Services access normally requires an RDS User or Device CAL in addition to the base Windows Server CAL.
