What does the 16-core base cover?
It covers a physical server only when the calculated requirement is sixteen. Every physical core must be licensed, subject to at least eight core licences per physical processor and sixteen per server.
What if the server has more than sixteen cores?
Add enough Datacenter core licences to cover every physical core after Microsoft’s processor and server minimums are applied. The CAL quantity does not reduce the core requirement.
What is a User CAL?
A User CAL is assigned to one user and permits that user to access the corresponding Windows Server version and earlier versions from multiple devices.
What is a Device CAL?

How do I choose User versus Device CALs?
User CALs often suit fewer people using several devices. Device CALs often suit more people sharing fewer terminals. Count both sides and consider assignment stability.
Can User and Device CALs be mixed?
A mixed model can fit genuinely different access populations. Maintain a clear assignment register and ensure every accessing user or device is covered.
Are CALs concurrent licences?
User and Device CALs are assigned access licences, not ordinary floating seats. Verify any agreement-specific licensing mode before relying on it.
Does indirect access require CALs?
Multiplexing, pooling or intermediary applications generally do not reduce the underlying access requirement. Count the users or devices that ultimately access the server unless a documented exception applies.
Are RDS CALs included?
Do not assume so. Remote Desktop Services access normally requires an RDS User or Device CAL in addition to the base Windows Server CAL.
Do administrative RDP sessions replace RDS CALs?
No. Limited remote administration rights are not a general substitute for RDS CALs. Distinguish server administration from users receiving applications or desktops through RDS.
