Licensing clarity: per-core licensing removes the SQL Server CAL requirement; it does not create a separate “unlimited CAL” bundle. License every required physical or virtual core under Microsoft’s rules.

The practical decision

Enterprise-grade fundamentals, sized for mid-tier deployment.

Standard is strongest when the workload needs a full relational platform, modern security and reporting—but remains within the edition’s compute, memory and availability boundaries.

Recommended workload fit icon

Choose Standard when

  • Transactional applications and departmental systems
  • Operational reporting, data marts and mixed workloads
  • Up to the lesser of four sockets or 24 cores
  • Up to 128 GB of Database Engine buffer-pool memory
Architecture review icon

Review Enterprise when

  • Operating-system maximum compute or memory is required
  • Advanced multi-database availability groups are essential
  • Online index operations or Resource Governor are mandatory
  • The design needs Enterprise-only management capabilities

What changes the outcome

Capabilities that reduce operational drag.

The value of 2022 is cumulative: more resilient query plans, stronger native controls, broader hybrid options and a longer servicing runway than SQL Server 2019.

Intelligent query processing icon

Performance intelligence

Parameter Sensitive Plan optimization and persistent feedback improve plan choices for repeating workloads.

Database engine efficiency icon

Engine efficiency

Page-latch, buffer-pool, VLF and transaction-log improvements target common operational friction.

SQL Server security icon

Native security

TDE, encrypted backup, secure enclaves, ledger, auditing, row-level security and masking.

Hybrid architecture icon

Hybrid architecture

Synapse Link, Managed Instance link, Purview, Azure Arc and S3-compatible object storage.

Database resilience icon

Resilience

Two-node FCI, Basic Availability Groups, log shipping, encrypted backup and accelerated recovery.

Modern data platform icon

Data platform

Columnstore, In-Memory OLTP, compression, PolyBase, JSON and modern T-SQL within Standard limits.

Database transforming tangled query paths into optimized parallel routes

Query performance

Move from reactive tuning to evidence-led plan control.

Query Store is enabled by default for new databases in SQL Server 2022. That history supports new controls and feedback loops.

Parameter Sensitive Plan optimization

Maintains multiple active cached plans when parameter-driven data volumes vary.

Persistent feedback

Memory-grant, DOP and cardinality-estimation feedback improve recurring workload decisions.

Query Store hints

Shape plan behaviour without changing application code.

Expert view: these are risk-management tools, not universal speed guarantees. Baseline and validate compatibility level 160.

Security and resilience

Controls that travel with the database architecture.

SQL Server 2022 Standard brings meaningful security into the platform while preserving the need for disciplined identity, backup and recovery design.

Encryption

TDE, encrypted backups, secure enclaves and newer cryptographic support.

Least privilege

Granular permissions, new server roles, row-level security and scoped UNMASK.

Recovery paths

Basic AG, failover clustering, log shipping, ADR and optional cloud-connected DR.

Protected database core connecting on-premises systems with secure cloud recovery paths

Why upgrade from the predecessor

A stronger operational successor to SQL Server 2019.

The Standard scale ceiling remains familiar, but 2022 advances query intelligence, data integrity, hybrid recovery and support runway.

SQL Server 2019 Standard compared with SQL Server 2022 Standard
Decision factor SQL Server 2019 SQL Server 2022 advantage
Support Mainstream ended 28 February 2025; extended ends 8 January 2030. Mainstream to 11 January 2028; extended to 11 January 2033.
Plan stability Earlier Intelligent Query Processing generation. PSP optimization plus persistent memory-grant, DOP and CE feedback.
Query Store Performance history and plan forcing. Default for new databases, with Query Store hints and optimized plan forcing.
Tamper evidence No built-in ledger. Ledger adds cryptographic tamper evidence.
Transport Earlier TDS/TLS architecture. TDS 8.0 and TLS 1.3 scenarios.
Hybrid data Earlier Azure tools and patterns. Synapse Link, MI link, Purview, Arc and S3-compatible storage.
Standard scale 4 sockets/24 cores and 128 GB buffer pool. Same ceilings: upgrade for capability and runway, not a higher Standard scale limit.

Edition comparison

Know where Standard stops before the workload finds the boundary.

SQL Server 2022 Standard and Enterprise boundaries

Online index operations Not included Included
Resource Governor Not included Included
TDE, ledger, enclaves Included Included
Columnstore, In-Memory OLTP Included within limits Included at Enterprise scale

Licensing clarity

“Unlimited users” describes access economics—not an unlimited licence.

Under core licensing, SQL Server CALs are not counted, but every required core must be licensed correctly.

Per-core licensing icon

Per Core

  • Sold in two-core packs
  • No SQL Server user or device CALs
  • License all physical cores subject to minimums
  • Or license virtual cores for an individual VM subject to minimums
Server and CAL licensing icon

Server + CAL

  • Available for Standard Edition
  • Requires a server licence
  • Requires a CAL for every accessing user or device
  • Not interchangeable with this product’s per-core positioning

Confirm physical or virtual deployment, core count, processor/VM minimums and failover rights before checkout.

Expert buying questions

Answers for architects, DBAs and procurement teams.

Is SQL Server 2022 Standard a perpetual licence?

The licensed version can continue to be used without a recurring SQL Server subscription. Support, Software Assurance, cloud services and future-version rights are separate unless included.

Does per-core licensing include unlimited CALs?

No SQL Server CALs are required for a correctly licensed per-core deployment. That is not a bundle of CALs, and other products’ CALs can still apply.

Why is it sold in two-core increments?

Microsoft sells per-core licences in two-core packs. The pack size does not remove physical-processor or virtual-OSE minimums.

How many VM cores must I licence?

Count allocated virtual cores and apply Microsoft’s minimums, commonly at least four core licences per virtual OSE.

What are Standard’s scale limits?

The Database Engine can use the lesser of four sockets or 24 cores and up to 128 GB of buffer-pool memory per instance.

Does Standard include TDE?

Yes. TDE, encrypted backups, Always Encrypted, ledger, audit, row-level security and masking are listed for Standard.

What availability options are included?

Two-node failover cluster instances and Basic Availability Groups. Basic AG supports two replicas for one database.

Is Azure required?

No. Azure-connected capabilities are optional and may require separate services, configuration or charges.

Can I upgrade from SQL Server 2019?

Yes, Microsoft lists 2019 as a supported upgrade source. Assess, back up and rehearse first.

Will all new query features switch on immediately?

No. Upgraded databases retain prior Query Store settings, and many IQP behaviours depend on compatibility level 160.

Why choose 2022 instead of 2019?

Longer support, PSP optimization, Query Store hints, persistent feedback, ledger, modern transport security, S3 backup and deeper hybrid options.

When is Enterprise better?

When the architecture needs OS-maximum scale, full AGs, advanced online maintenance, Resource Governor or another Enterprise-only capability.

Does it support Linux?

Yes, on supported distributions. Confirm release, file-system, clustering and feature parity.

Is SSMS included?

SSMS is a separate Microsoft administration download. Use a currently supported release and current drivers.

Can it back up to S3-compatible storage?

Yes. Validate provider compatibility, credentials, encryption, retention and restores before production use.

What should I confirm before ordering?

Edition, deployment model, core count, minimums, OS, app certification, failover, rights, delivery inclusions and compliance requirements.
