Licensing boundary

Licence the physical server before counting virtual machines

Windows Server 2022 Standard and Datacenter use Microsoft’s per-core/CAL licensing model. Every physical core in the server must be licensed, subject to the minimums of eight core licences per physical processor and sixteen core licences per server.

When all physical cores in the licensed server are covered with Datacenter core licences, Microsoft permits Windows Server Datacenter to be used in any number of operating system environments on that server. The virtualisation right applies to the fully licensed physical server; a 16-core purchase is not sufficient for a host that requires more than 16 core licences.
